Gee. Who Would Have Thought That Asking the Criminals to Rat Themselves Out Would Work?

The Securities and Exchange Commission, for one. The SEC had a program for "voluntary oversight" of banks, and surprise, surprise, surprise, that didn't work so well.

You have to wonder sometimes how these people are able to walk through the rain without drowning.
