That is basically what Tsar Vladimir III is claiming:

Fighting stopped about 200,000 people from evacuating the besieged Ukrainian city of Mariupol for a second day in a row on Sunday, as Russian President Vladimir Putin vowed to press ahead with his invasion unless Kyiv surrendered.

Meanwhile, the Russians are offering to respect humanitarian corridors as long as the civilians flee towards Russia.

In the latest [Russian] cease-fire proposal, most of the evacuation routes were toward Russia or its ally Belarus, a move Ukrainian Deputy Prime Minister Irina Vereshchuk called “unacceptable.” Belarus served as a launching ground for the invasion.

“I don’t know many Ukrainians who want to seek refuge in Russia. That’s hypocrisy,” French President Emmanuel Macron said in an interview on French news broadcaster LCI

People don't look to an invader's territory for safety during wartime. The Russians have to be smoking crack if they think that's an acceptable proposal. As this conflict has shown, Russian promises and gurarantees aren't worth a bucket of cold shit.

There is no reason to trust Russian governments. That has been
true since before WWII and evidenced by the post war activities.

Ukraine even if they beat the bear will need decades to recover
to where they were. Longer after the pillage part.
