I'd guess to disable vehicles. Regular sniper rounds won't do it, and they obviously won't be getting RPGs.
The FBI usually don't do anything long-range enough to need these for that purpose, and I've never heard of anything above .50 cal being used for a sniper rifle. Officially, at least.
I'm not sure what the utility of a suppressor is on something that large.
Still, they are only buying two of them. That sounds more like a T&E buy.
Now that's just fuckin' scary. The only practical application I can see is as a long-range sniper weapon used for assassinating certain political leaders when they fail to get with the "politically correct" program.

I don't buy it. The group of a rifle out past traditional sniper ranges will likely be such that if they shot at a human target at 4,000 yards, they'd have as much chance of missing as hitting.
So I can think of a few reasons. The FBI might want to wring them out and find out what they can do for the day when a bad guy gets his hands on one. Second, the HRT boys think they have a need for something that can disable an armored car. Third, the boys at Quantico are bored and they want some new toys.
16 grand for something I can whip up on a lathe in 10 minutes with a foot of black pipe? I'm in the wrong fucking business.
