In past years, the Norwegians likely would have bought HIMARS systems, but the Europeans are looking to reduce their dependence on American military tech because they don't trust us anymore to be reliable suppliers. That's for reasons that anyone with an IQ above freezing doesn't need to have explained to them.

I work in defense industry. Every month, projects that they say are in the pipeline get delayed another month. Some that we were supposed to get in September are being delayed until April. I wouldn't be surprised to see them slip again. Maybe a SecDef who cares more about day drinking, praying to war fightin' Jesus, doing pull-ups, and fucking with scouting wasn't the best choice.
