That's the mantra of the GOP, which is all in favor of imposing painful cuts on poor and middle class Americans while protecting the rich and the oil companies.
What would be astonishing would be if there was a single person in the GOP caucus which stood up for average Americans and against the oil giants.
There was not a one.
