That would be George W. Bush. The Federal budget deficit was $6 trillion when he came into office, it is $9 trillion now.
That is a combination of Chimpy's Wars, his expansion of the Federal government and his tax cuts for the rich.
When Ronnie the Racist ran for office, he expressed high outrage that the Federal budget deficit was one trillion dollars. Now it is nine trillion and almost all of that by those "borrow and spend" Republicans.
I'll take "tax and spend" any day, at least that is responsible. Borrow and spend is nothing more than hocking the future.
