Carson said recently through a spokesperson that he did not feel prepared to run a federal agency, but he has since changed his mind.When the President(-elect) calls you and asks you to serve, I suspect most people have the sense of duty to not decline, especially if you're of the same party.
However, Carson may not have to relocate anytime soon:

If Trump had half a brain, he could take the wind out of the Democrats' ire by renominating Garland.
Carson's statement that he was not competent to run an agency that the Republicans have wanted to dismantle for ages is likely EXACTLY the reason he was nominated.
