The LAPD cops have been vandalizing the equipment that was installed to monitor them.
Because having independent video and audio evidence of them abusing people is a bad idea.
Note that the reaction of the brass is to basically shrug their shoulders and say "whaddya want from us".
But I bet that if you were to shake up a can of spray paint and write "LAPD Sux" on the side of a patrol car, they'd figure out something to do to you.

Wasn't it the LAPD that did a spray and pray all over that Dorner guy before they burned him up in a fire?
Didn't I also read that the FBI rescue teams have never shot someone in error?

The LAPD was as interested in bringing in Dorner alive as I am in contracting a dose of the Ebola virus. Maybe even less.
If I'm ever on a jury where there was a cop car but no dashcam video, I will assume that it is on purpose.
