The hardest thing to do in a fluid situation is to do nothing and assess the situation. There was an old-time airline pilot who once said that the first item on his emergency checklist was to wind his watch, so as to force himself to slow down and figure out what was truly going wrong (presumably, this didn't apply to in-flight fires).
There is a thing called an "OODA loop". The first two steps are more difficult than people think, especially when things are chaotic and adrenaline is kicking in.
I have little doubt of two things: First, there will be no little amount of training that will go on. And second, the LASD should start warming up their checkbook.
