Can you stop with testing the Emergency Broadcast system in frelling prime time?
What is the point, other than to further piss off your viewers? If you want to make sure the frakking thing works, then why not test it at 4 AM, when about all that is running is soft porn and infomercials?

In my area, Emergency Broadcast System tests are initiated by the local 911 centers or local emergency management agencies. I don't think cable providers even have direct access to EBS; it's all run by The Government.
EAS tests come in two flavors, RMTs (Required Monthly Tests) that run once monthly, statewide, at a regular time(s). RWTs (guess) run once a week at a RANDOM day and time; sometimes when you do not want them.
They are random so all the people who might have run them get a chance to do it when it's not for keepsies: the main thing that is being tested is the human element.
