But other than sending a text to a friend, having them call the police and then the cops contact you, how would you send a text to the cops? Do they have a text-variant of 911?

I seems likely he was texting his father's phone. It seems his father was the hostage who escaped about 4 hours into the seige, at which point Lilian texted the police data for about 3 more hours. It clearly says he texted his father...and other stories identify his father as the escapee.
