I have a (relatively) humane punishment for them.
Poison them with a slow-acting, excruciating and deadly toxin. Then, let them "pay" for small dribbles of the antidote, with pounds of flesh. Hacksaws would be provided.
The exact price per cc wouldn't be clear, at first, nor the necessary dosage. And the syringes would cost extra, and be quite expensive.
This is also done with hospital supplies, equipment and even repair parts for major gear (anything repairable).
I cay cap them and then transport to the furthest hospital that is poorly stocked and equipped. Oh, and can not can't take their plan or credit.
