Cops, in a lot of places, are evaluated based on the number of arrests. So if there is a high level of cops, are they going to be looking for bullshit reasons to arrest people?
If that's the case, one guess as to which racial group gets looked at.

Perhaps if we were more specific about what exactly we want the cops to do, we could agree about how many of them it would take to do that.
