This I Do Not Understand

Leon Panetta, a former chief of staff to President Bill Clinton and a former congressman from California, is President-elect Barack Obama's choice to lead the Central Intelligence Agency, Democratic sources said Monday.
I do not understand this pick. What got me was this comment in a story:
A former senior CIA official who advises Obama defended the surprise choice of Panetta, who has not direct intelligence experience beyond a two-year stint in the mid-1960s as a U.S. Army lieutenant. The official said Panetta had been a consumer of CIA intelligence when he was at the White House.
Sorry, but no. That is close to an "I can see Russia from my house" comment. I used to fly commercial airlines a hell of a lot in the 1970s, but that sure as shit doesn't qualify me to run American Airlines.

Maybe it's not as bad as you think
I think this is positive. The director does not review each piece of intel. The directors job is to manage, both the people gathering and the message to the president.
Panetta, if I remember correctly was/is a great manager.
