Most firearm propellants are "low explosives". Low explosives push things, high explosives blow shit up.

When I worked in the Humboldt Ca redwoods, they had to use what was called 20% (dynamite) to move enough dirt to get a cable under the tree after falling it, to be able to haul it off. It wasn't enough to damage the tree but that compacted dirt sure moved out of you way quickly.
I'd call that "low explosive".
