Female masturbation has no link to releasing an ova, and thus no link to pregnancy. Male masturbation results in the loss of millions of potential fertilizing sperm, and is therefore morally equivalent to abortion. Prosecute all males (don’t really need to add who masturbate, eh?) who can produce viable sperm?
