Parked his (or her) Benz in the spot that is there so that handicapped-permitted vehicles can load and unload people.

Where I live (and used to write tickets) the fine is the same as parking in a handicap spot without a permit. Although I would never do it, I would turn a blind eye to someone keying the living sh^% out of the ofenders vehicle.
