The Teabagger who is the governor of Pennsylvania wants to make sure that well drillers continue to skate away from their wells.
When a well is drilled in private or state property, the driller is required to post a bond to cover the costs of capping the well. The bond for a well on private property is nowhere near the cost of actually capping the well, and both the Republicans in the state legislature and the Governor are just fine with that.
What will happen is that when a well is abandoned, the taxpayers of the Commonwealth of Pennsylvania will have to pay for capping the well. Because the drillers, who by then will be long gone, sure as shit won't.
