One thing seems clear, though. Brooks is trying to salvage Bush's reputation by vigorously throwing Cheney and Addington under the bus, as if "it's all Cheney's fault." That is not going to work. Bush was the president. He did not abdicate for three years (though admittedly, he was on vacation a lot). Bush is responsible for everything Cheney did. It's not as though Cheney was some rogue sergeant at Abu Ghraib Prison, Bush was Cheney's immediate supervisor.
Nice try, though.

Not so sure if I agree, EB.
If I had the choice of seeing Cheney, Rice, Rummy et al thrown in prison for life over war crimes, I'd be willing to let Bush off on a non compos mentis.
I'm pretty sure Dick ran things, and that's why he's having trouble letting go of the power.
I read the Brooks piece earlier and was mildly impressed. Now I read yours and I think I disagree... at least to some extent. Bush was never in charge. If anyone ran anything, it was Cheney. Bush was a handpuppet.
Regardless, they are all criminals and if we can get them into a court of law they will all swing. There is no excuse for the actions of the Bush administration.
