If he vetoes it, he looks like the anti-American asshole he actually is and stands a chance of getting overridden anyway, if he backs down after the stink he's raised, he looks feckless and weak.
Maybe he should have paid someone to think this through for him... oh that's right, he never pays anyone except his mistresses.
