It's an uplifted middle finger, of course. A "f-u' to the American public from the worst President since, well, whenever (Bush II is already worse than Herbert Hoover... not only did he lead us into a Depression, but he also lost two wars on his watch!).

But The Decider is going to live the rest of his life in comfort while we scrabble for crumbs, thus the uplifted middle finger. Sucks to be us, eh?
