The only people who can be blamed are the citizens; if people don't give a shit who's in office, you get people who shouldn't be there.
Actually, I don't believe ranking systems like that; it all depends on the criteria used. A person could come up with a ranking system to prove anything they wanted, if they cherry-picked the ranking points the right way.
