That's how he feels towards a member of his own family: Keeping a disabled person alive and healthy costs too much money and they should just die.
Imagine how he feels about every other disabled person. You can bet he knows, to the penny, how much it cost to make every one of his buildings handicapped-accessible and he deeply resents the cost of doing so.
It might be worth keeping in mind that the very first group that the Nazis came for were the disabled. Once not many of the good little Germans complained, the Nazis realized that they could start killing off other groups of people.
Don't presume that the COFF doesn't know that history.
