The argument goes that while Putin might have liked to have conquered all of Ukraine, he really wanted the south and eastern parts of the country, because that's where the natural gas is.
So Putin's War of Agrression is not about absorbing Russia's slavic brothers, it's nothing more than a huge heist. To that end, targeting civilians gives the other side an incentive to agree to a deal.
Will it work? Possibly not, now that people are talking about it.
So, keep the sanctions on. Maybe funnel military aid to neighbors where the Russians are stripping their forces.

Latest thing I heard, the Ukrainian military reoccupying a town found the male civilians apparently taken prisoner were bound, shot in the head and then dumped off on the side of the road the Russians took out of town. Their Slavic brothers who were de-Nazified.

Bret Stephens is a jackass. Throwing away thousands of his best troops, including a paratroop regiment, in a "diversion" towards Kyiv would be insane.
Occam would say that Putin has come to realize he can't take Kyiv, and is trying to say "I meant to do that".
The deaths of thousands of troops historically have meant nothing to Russian leaders. I doubt if the casualty list bothers him in any way.
