Agree. Much like the War on Poverty, both have wasted many millions of dollars over the years and have come up as failures.....Essentially they have made things WORSE, rather than better.

The Portuguese have the program to copy . They reduced the number of addicts by 50 % in 5 years .
Addiction is addressed as a medical issue and supplying drugs is illegal and prosecuted .
