As if Trump's decree will keep a dedicated terrorist out, for any plotter with more than a handful of neurons will just train his people to pretend that they're Yazidis or Christians.
What Trump has done has been to play right into the hands of ISIS and al Qaeda. No wonder they were celebrating his election.

More likely it will encourage more effort to use social media and modern communications to reach out to those who feel marginalized or attacked, but are already within the US. Get a 15-25 y-o male, who's being told to "go back where you came from" and called a "raghead" or "terrorist" at school, and you have a possible recruit. He could be born in Peoria, but under today's climate of fear and hatred, that kind of situation, teamed with teen judgement and hormones, is a recipe for a problem. And the results will be another crackdown, a self-fulfilling prophecy, and another, following the spiral into authoritarianism.

B, if you can say that an Order which specifies that applicants from a single religion (i.e. the majority religion) will be categorically denied does not involve a religious test then you've either been fed some bad information about the contents or you're lying outright because you don't like how the truth sounds.
Either way some evaluation is in order on your part.

1) From the text:
"...USRAP admissions, the Secretary of State, in consultation with the Secretary of Homeland Security, is further directed to make changes, to the extent permitted by law, to prioritize refugee claims made by individuals on the basis of religious-based persecution, provided that the religion of the individual is a minority religion in the individual’s country of nationality."
2) USRAP admissions are currently from majority Muslim countries
3) Majority means 50%+1, minority means less than 50%.
4) The text imposes a religious test designed to exclude Muslims
One might ask why all the "refugees" were muslim in the first place, if one weren't suffering from Trump Derangement... Seeing as how minority religions are also "persecuted"....Christians, Copts yazidis, etc. Why was the door open for Muslims (especially unmarried muslim males) and more or less closed for the rest?
But, again, it doesn't exclude Muslims, it simply makes sure that they are vetted to make sure they aren't Jihadis.
Don't put your own prejudices onto everything. What you think it says, and what it really says are not the same. Try reading for clarity and comprehension.
Personally, I'd like to see every immigrant scrutinized even harder. Every immigrant.
And like it or not, bringing in a bunch of muslim males between 15 and 30 is more likely to bring in Jihadis. You know it, even if you can't admit it.
