If I had to be an irresponsible blogger and run off at my keyboard without knowing any facts whatsoever, I'd say that it looks as though the brakes were on when it touched down. (Note all of the tire smoke in the YouTube video.)

That's my take, as well. Was there a passenger? Perhaps bracing himself inappropriately?
I imagine that's a possibility; the footage was taken by a WaPo reporter in the front cockpit.
It's hard to imagine someone making that mistake. The Stearman's rudder pedals must be quite active in the moments before landing. But there's no boneheadedness level that some passenger can't reach.
I had some dual in one a very long time ago. My recollection was that it was kind of squirrely on pavement.
But still, there was no discernible swerving, just touchdown and BLAM!
Wait, what? Since when is DCA open to GA again? Did I miss a memo?
They were doing a special fly-in for the Smithsonian to help promote a new IMAX movie of some kind. The TSA goons came out to KHE and screened the airplanes and the pilots/pax. The TSA then "guarded" the airplanes and the people until it was time to fly to KDCA.
"Beyond stupid", I know. But that's the TSA.
