As for a “quote”, when assigning a nickname to a person, it is common practice to place the nickname between their first and last name, and in quotes, so has to differentiate it.

I would be willing to bet that Mr. Pence has found himself in a situation one-on-one with a female store cleak or retail worker or such, and not immediately left to protect his fragile wife. This is actually about Mike Pence denying women positions of authority or responsibility around him. If this is indeed the case, he is the emotionally stunted, intellectual dwarf that Saturday Night Love depicts him as.
