The Navy rarely writes off a ship. Since I've been working for the Navy there have been over a dozen ships severely damaged that have been returned to the fleet. Just to name a few, Princeton, Cole, McCain, , Fitzgerald, Oscar Austin, Port Royal, that are currently in service.
Miami was scrapped. But major repairs to a sub are a lot more expensive.

The interesting thought is that it will be repaired because limited building capacity, lead time and such would mean loss of that ship for a decade plus. Add to that the backlogs this fiasco of a COVID response his inflicted, and we get quite the issue in replacing her anytime soon. So, working on (extensively) repairing and rebuilding wouldn’t take that construction yard capacity and, would provide a shit ton of work to some contractors who don’t participate heavily in construction. They would need to pickup a raft full of people to either learn a trade in the yard under a salting of old hands or so of the recently redundant in related construction, and it would basically be a jobs program for the industry. I bet, if we check construction spending and such, we’ve probably shut up to move up some stuff to maximize the yard work during the recovery from this COVID time. It would be a no brainer to make this a way to spread more jobs around. Some of this won’t have shown up yet because of distancing protocols still in place, but it will.
