Brit steam on a heritage railway.
It seems that, on the British mainline railways, a safety engine is required on the other end of the train in case the steam locomotive shits the bed. On the heritage railways, they can run on their own.

I knew Thomas the tank engine was based on fact. Keep up the good work.
Same here its an who owns the track and who is responsible for
both safety and for the mainline more importantly schedule.
For mainline a stoppage may hang up commuters or manifest loads.
Seems similar things happen here in USA. Likely in part due to
track access systems(electronic).
