At least in the NYC school system.
Kids may be fat for a lot of reasons[1], but bake sales were not one of the reasons. This is more along the lines of a bunch of thin-mouthed busybody bureaucrats trying to show that they are doing something.
Which is what educational administrators typically are. I'm surprised that they are not enacting a "no-tolerance" policy (edu-speak for "no brains required") calling for immediate flogging of any miscreants. This has the fingerprints of Mayor Michael "Nobody Is Going to Have Any Fun on My Watch" Bloomberg all over it.
Maybe he is hoping to distract New Yorkers from being pissed off at him for repealing term limits. Two successive citywide referendums wrote term limits into law, but ol' Billionaire Mike doesn't feel as though rules should apply to him[2], so he got it repealed by the City Council.
[1] Lack of exercise, for one. Chemical exposure in utero may be another reason.
[2] Lenora Helmsley took the same attitude that the rules didn't apply to her. She went to prison for it.

The SFPD could have shut down any number of illegal bake sales yesterday in Golden Gate Park. Of course those bake sales were illegal for a slightly different reason because the brownies and cookies were special (wink wink!). I am astounded at the notion that running a school bake sale could be illegal, sounds as ridiculous as outlawing smoking outdoors in a public park (which is also the case in the Golden Gate Park, and again, utterly ignored by the SFPD -- yesterday there was any number of aging hippies with roaches clipped to their ears or actively puffing, and even a street vendor selling bongs, all ignored by the SFPD cops who were standing around looking officious).
So does Bloomberg think he can really buy himself another term despite everybody being pissed at him? Huh. Democracy. It'd be a good idea :-(.

Bloomberg is trying. He is outspending his opponent by about 10 to 1. I'm sort of hoping that it will be the most expensive shellacking in history, at least since Giuliani spend $50 million to win a single delegate.
