I don't get the Independent Film Channel at home, so I've never seen this show before.
But if the city itself, in any way, resembles the depiction in the show, I would not be adverse to resuming a bit of above-ground nuclear testing there. I fear that if I had to deal with such people on a routine basis, I'd be drinking heavily.

I've visited Portland a few times. Yeah, the show seems fairly spot on. Crazy place and glad I don't live there.

What was so terrific about the `90s?
To be fair, Portland does have lots of good beer, Johnson Creek Gun Club and some damned good fishing, and Powell's Books. I did get within 20 miles of it yesterday, close enough.
Spent a week there, and loved it. Beautiful city and countryside. Amazing hiking trails and yes, good beer. The people are interesting and fun. Keep Portland weird. We have enough boring towns full of no fun stiffs.

Ah. Odd to be nostalgic for a day when people died in droves from blood infections, not to mention the abysmal working conditions of American laborers.
