So the same guy who wants to throw people off of SNAP and other programs because of fraud (while he grifts with both hands) is going to send cash to people to buy insurance?
Beyond that, the idea that any one individual has equal negotiating power with large companies is an enduring conservative lie. It was false 120 years ago when the Supremes belched out their decision in Lochner v. NY and it is false now.

Negotiate? Of course, the amount given will require negotiating it as it will

I suspect that the resulting “events” caused by millions (if not tens of millions) losing affordable treatment for their conditions, many of them terminal in a reasonably short time without treatment, would make being a politician in favor of this “policy” very unhealthy.
In short, another dementia dream from the dozy don.
