Either some of them are training with other weapons or they're buying this up to make the available supply short like they've been doing for 223, etc..., is my guess.
Maybe they're going to start issuing Taurus Judges?
Grog, the quantities are too small to impact the market. 4000 rounds of .45 Colt is nothing, likewise 4,680 rounds of .30-30 is a drop in the bucket. In both cases, the local Cabela's could likely sell that amount to me today (if I got there when the truck pulled up). The 10,000 rounds of .410 is more interesting, but since it's #9 it could easily be for skeet shooting...maybe Michelle's gonna take it up now to go out with Barack? The other option is for snake guns while on patrol in the desert SouthWest.
Next up is 32-20 and .44 Russian. Then, .50 cal ball and Blackpowder. On to the 'Beeman-Webley's.
Say, I haven't looked for .177 pellets lately, I was joking here.

Sounds like they are teaching shooting. The shotgun stuff is definitely
skeet or small game loads. The .30-30 is odd as is the long colt. But
with the .22lr training is likely as those are "lighter" recoil compared
to their bigger brothers. That would be enough to train about 20-100 people
for a mix of handguns, rifles and shotguns.
The volumes are not high enough for tinfoil hat conspiracy.

It's just odd as hell that they'd buy .45 Colt. Unless they are doing some good-ole-boy shit where the DHS gun nuts are using DHS's purchasing power to get stuff for themselves.
.410 and .30-30 make sense, game wardens and park/USFS/BLM rangers often carry these and are certified law officers who must qualify on their weapons (note - yes, I know that not *all* park/USFS/BLM rangers are certified law officers, but many are). .45 Long Colt, though... WTF? No idea at all there.
How about "they want to do some cowboy shooting" on the taxpayers dime?
