Nothing really says "we're giving illegal orders" like firing the guy who questions the legality of the orders.
The orders to bomb defenseless and irrelevant boats (if they were carrying cocaine, it was going to Europe, so there was no legitimate threat to American interests). Rather than justify their orders, Kegdeath fired the guy who was willing to call him out on his murder spree.
That should indicate to a rational observer that Whiskey Pete knew he was going to be murdering people.
