OK, WWI technically ended by negotiation, in a one-sided treaty that was brought about because the German army was pretty much broken and the home front was increasingly in revolt.

It's all semantics: for the Republicans "negotiation" is when their opponents give them every thing the Republican's ask for (like how Russia is "negotiating" with Ukraine).
Emphasizing that those taxpayer supported school's DEI graduates are only qualified as DEI hires suckling the taxpayers' teat would be more effective, those degrees don't mean anything to him ...
