I think it's funny as fuck that they say it's AI that's denying care to people. Like it's some sort of neutral arbiter of what health care is needed. No folks, it's a rich asshole saying let the poors die and blaming it on something that sounds techy and modern.

I don't know. Whatever it was, it didn't seem to function with the attached silencer. That suggests to me it was probably something made in a garage workshop.
