If I had to venture a guess, I would say feral pigs. They like crops and are a outright plague in a lot of places. It wasn't all that long ago that I saw some news item about some guy who bagged a 1400 pound boar.
I wouldn't stake my life on those knuckleheads' ability to tell the USDA apart from the BLM.
The people that shoot nuisance wildlife on airports etc work for USDA .
