It’s not hard to see what’s going on here. The congressman has been a thorn in this president’s side, and Mr. Trump sees attacking African American members of Congress as good politics, as it both warms the cockles of the white supremacists who love him and causes so many of the thoughtful people who don’t to scream. President Trump bad-mouthed Baltimore in order to make a point that the border camps are “clean, efficient & well run," which, of course, they are not — unless you are fine with all the overcrowding, squalor, cages and deprivation to be found in what the Department of Homeland Security’s own inspector-general recently called “a ticking time bomb."Go read the whole thing. It should brighten your day.

Then there's reality (h/t: Show Me Progress):
…Using data from the “Biggest US Cities” website, Nate Sliver…point[ed] out that Cummings’ district has “above-average college education rates and home prices, along with a pretty good mix of urban and suburban area (even some rural), and well-off, working-class and middle-class areas”
Silver also pointed out the district is the second-wealthiest majority-black district in the country, with a $58,000 median household income, trailing Maryland’s 4th Congressional District, which includes Prince George’s and Anne Arundel counties. Cummings’ district is also the second-most-well-educated majority-black district because 37% of the residents have a bachelor’s degree or higher, trailing Georgia’s 4th District, Silver added…

Parts of the district are exactly what Donnie said.
Many parts of his district are a shithole.
In fact, it was used in The Wire.
Urban Renewal and Gentrification is changing that though.
You can cherry pick statistics all day long.
Doesn't excuse Donnies behavior though. He should simply shut up.
Parts of any district can be categorized as shitholes, but that (as you note) doesn’t excuse Donnie’s constant use of disparaging terms to refer to any area with black or brown residents. It’s simply a window into Donnie’s twisted and deteriorating mind. Reading a transcript of a speech by Donnie is painful.
Many districts in many areas are NOT shitholes.
However, many districts in inner cities are.
Most suburbs are not shitholes (most, not all).
One can look at the level of Social Welfare spending and pretty much tell the level of decrepitude.
By your own metric, New Hampshire is a shithole:

So it turns out not to be Baltimore that's infested, but instead Kushner's properties in Baltimore that are infested with "mold, mice, and maggots."
Certainly whenever Jared is there, but apparently also when he's not.

B., your favorite phrase, read for comprehension. “Parts of any district can be categorized as shitholes”...that was my statement, I did not say all districts are shitholes, as you comment suggest, quit Trumping my quotes.
...and then there is Borowitz's smoking hot grenade,
https://www.newyorker.com/humor/borowitz-report/government-housing-structure-infested-with-criminals-and-rats
..wherein he snarks that a certain US gov'tal property at 1600 Pennsylvania Ave NW, Washington, DC 20500
"... has fallen into a dangerous state and has become thoroughly infested with criminals and rats, a leading congressman warned on Saturday.
The building has become “the territory of vicious gangsters who roam freely and consider themselves above the law,” Representative Elijah Cummings, a Democrat of Maryland, said.
The congressman added that notorious gang members took over the housing facility in early 2017 and have “spread terror and despair” there ever since.
“People are scared to be there,” Cummings said. “Hundreds have fled.”
He said that the horrific conditions within the housing complex are one of the nation’s worst-kept secrets. “Many of the people who have fled over the past two years have written books about it,” he said. “But the criminals continue to run wild.”
The congressman said that he was speaking out for the benefit of the residents in his Baltimore, Maryland, district. “I am alarmed that the nation’s worst breeding ground for crime is less than fifty miles from Baltimore,” he said."
