A man identified as a Russian hacker suspected of pursuing targets in the United States has been arrested in the Czech Republic, the police announced Tuesday evening. ... The statement said that “the man was a Russian citizen suspected of hacking attacks on targets in the United States,” and that the raid was conducted in collaboration with the F.B.I. after Interpol issued an arrest warrant for him.So this genius of a hacker, who might have reasonably assumed that American intelligence and law enforcement knew who he was, wanders into a NATO nation and gets arrested.
Note that the perp was the subject of an Interpol "red notice". Russia is a member of Interpol. If the Russian spooks are heavily into hacking, one might assume that they'd monitor the red notice list and warn their guys know not to leave the country. Which means that this guy may not be one of their pet hackers. Or he just may be as arrogant as Pharma Bro/Sis.

being a russian doesn't make him a russian agent. the mafia and assorted russian crims are hacking us for profit. russian govt hacks our govt, not emails. they could care less about hillary/trump, they want launch codes, secret weapons etc.
Or he may be a plant whose job is to give us bad intel when he "starts talking". Or the Kremlin spooks might have been asleep at the switch. Or he might be the wrong guy. Or he might be the right guy, but the Kremlin has 200 more just like him, so why bother saving the jerk if he's a jerk. Or....
Whatever. If we can prove he's been hacking, don't just throw the book at him. Throw the whole computer.
Or maybe he's an object lesson to the other hackers.
Or maybe he pissed them off somehow and they didn't feel like protecting him?
