Banks aren't spree shooters, they are robbers. The first is nuts and out to kill others and themselves. The latter, banks, is all about getting stuff, free. Also they want to be around to count it and keep it.
The solution for banks is cut off the money..

Sigh. I remember "the rule of law", it was back when I was in Grade School. It seemed to be an important thing back then. Even 'adults' seemed to believe in it.
Turned out to be just like the tooth fairy.
