Personally, I think that the West owes a debt of thanks to the veterans of the Great Patriotic War for, if the Wehrmacht had been able to throw its full weight into opposition of the Normandy landings, I suspect the invasion would have failed.
But I doubt if that is what that political candidate intended.

Reminds me of a story I read once, about a veteran who was involved in some minor charge, talking to his lawyer before the trial:
Lawyer: "The Judge is a veteran. Were you a veteran?"

The Red Army killed 80% of the German soldiers who were killed during the course of the war. So yeah, that's pretty much a given.
Still doesn't make a Republican honoring a Soviet veteran any less hilarious though :).
