Bush's puppet government in Afghanistan, headed by Hamid Karzai, is one of the most corrupt governments on the face of the planet.
Everything is for sale. You cannot do anything in Afghanistan without paying off somebody. As a result, the government officials, whose bribe income is ten times or more what their official pay is, all live in luxurious houses.
Corruption is a cancer that destroys trust and good will. The corruption of the Karzai government gives the Taliban an opportunity, one that I have no doubt that they are seizing upon. If we are going to have a shot at keeping the Taliban from controlling the entire country (they have de facto control of much of it now), the Karzai government must be scourged of corruption.

The fish always rots from the head; all politicians are a load of rotting mackerel.
This is the same thing that caused Hamas to win the Palestinian elections -- the Fatah government was so corrupt that all revenues went into their pocket and none went towards providing basic services for the Palestinian people. Hamas is assholes, but they're honest assholes who spend their money on social services rather than on enriching their leaders. When given a choice between corrupt assholes and honest assholes, people will choose the honest ones every time.
Regarding South America, there are some corrupt South American governments, and some honest ones. If you offer a bribe to an official in Costa RIca you're going to jail. In Nicaragua, if you *don't* offer a bribe to an official you're going to jail. Making blanket statements like "they're all corrupt" just isn't correct.
