Briana went to the T-Mobile store with her Alcatel phone to get them to turn off all of the updates and notifications that were burning up all of her data, and they told her the presidential alert could not be turned off, and she did get it this morning.

Correct, the other alerts can be toggled, the “Presidential Alert” cannot. However, it will not override a mute, so it just vibrates like crazy. Airplane mode, no alert...at least until you switch on again...then I don’t know.
I shut off Amber Alerts because most were of incidents that were hundreds of miles away.
More to the point, I can't see a reason why it would ever be necessary to send an alert to everyone.
