Sen. Rafael T. Cruz said that waiting to shoot down the Chinese spy balloon until it was over water "telegraphed weakness".
First off, I gather that the fact that the equipment package the balloon had was the size of three buses and there was no good way to tell where that would fall doesn't bother Ted, but that's to be expected from a double-Ivy league grad who is LARPing as a bubba.
But hey, if the balloon had gone over Austin Texas (where Ted lives), sure, shoot it down. But he probably would have grabbed a plane to Cancun for an impromptu vacation (and left his dog home, alone).

He’s right…it shows that we weakly consider the human lives of our citizens are valuable, unlike the Chinese who launch rockets that plummet to earth higgly-piggly.
The only weakness is between the ears of Senator Cruz....and the rest of the Klown Korps. And then there's the moral vacuum as well.
I'd also think that crashing onto land would have damaged the payload a lot more than water, reducing the info we could glean from it.
If the equipment package on that thing wasn't equipped with a self-destruct system, you can betcherass that the next one will be.
Comrade, if it was, you can also bet the Chinese are praying it went off…the idea of it killing a couple of U.S. Navy divers with an explosion wouldn’t make them comfortable. If I was planning a self-destruct on a device like that, I’d use a thermo destructive device…melt important stuff rather than leave some bits for inspection. Yes, you can learn from the component materials and their percentages, but not as much, and it’s less risky.
