The government of Turkey is a "constituent"? Does anybody even remotely buy that horseshit? Even if one wants to stretch the definition of "constitutent" to include "foreign government making illegal campaign contributions", the building in question is in Manhattan, which would hardly be a concern of a Brooklyn Borough President.

Well, Menendez already had the Egyptian money sewed up for NJ, so Turkey seemed a good idea for NY.
