Sure, Homan's mass roundup will be legal. So, what? Rounding up Jews and stuffing them into boxcars was legal, once. Hiding Jews was illegal and subject to harsh penalties (like being dragged out back and shot.)
Legal is one question. Moral and humane are different questions. American history provides lots of examples, for those of a mind to enquire.

We can start with native North American Indians forced on to
reservations. Then progress to the Japanese internment.
Legal or moral will not be questioned if they can get away
with it.
