RATS is a British system to alert the population of emergencies. Of course, there is an informal meaning for the acronym: "royal about to snuff it."
The above link will take you to an interesting story about the planning for the eventual passing of Queen Elizabeth II. What I didn't know was that her grandfather, King George V, was euthanized, in part to meet press deadlines.

IIRC, the reason for the deadline business was that the tabloid press works to shorter deadlines than the Times, and they didn't want the news to break as "King Croaks".
I read this whole article, and it was clear as glass that QEII hadn't died, the article was just to explain the long drawn out process that would happen after that event.
Nonetheless, I sobbed for about 40 minutes. Just in case.
I was born in the US, but I've always been a not-so-secret monarchist, I guess.
The most interesting part I read was the fact that an office suite, full of scaffolding and under renovation, was readied for use within a 12 hour period, simply because it needed to be. The most amazing part was the phones worked, because everyone knows that you can't get a phone service appointment that quick.
