Because parking one space over would be so inconvenient for the two slackers in that SUV. (I checked, they did not display a handicap placard.) They actually hit a double score for being inconsiderate jerks. For not only was their car in a handicap space, it was mostly in a handicap space and partially in the space next to it. So they took up two parking spaces.
