Under the FDA's rules, as imposed by the Tsar of the Baboons, before the FDA can announce a recall of anything, the FDA has to get the approval of the company that made the contaminated shit for the wording of the press release.

No approval, no public notification.

That'd be like the cops having to get the approval of the person they arrested before they announced the arrest to the press.
